In Black communities we find the highest need for high school equivalency and preparatory services, it is no surprise that we also find many of the common issues that plague communities with low education. An analysis of the latest high school equivalency testing data finds that too few New Yorkers are even signing up for the test, and that the state’s already dismal high school equivalency pass rates have sunken even lower. New York is already one of the most expensive places to live in the world, imagine how difficult it must be for those who are on average earning $26,000. According to data from the Bureau of Labor Statistics, the average salary is $25,636 for workers who do not have a diploma. The number of New Yorkers taking and passing the high school equivalency (HSE) exam has declined in virtually every corner of the state over the past five years.

The Hard Facts:

  • Education leads to improved employment opportunities, but more than one-fifth of Brooklyn residents lack a high school diploma. The unemployment rate for Brooklyn residents with less than a high school diploma (14.2 percent) was more than twice that of those with at least some college education (6.3 percent).

  • In 2010, an average of 1.8 percent of adults in New York who lacked a high school diploma obtained one by passing the GED.

  • In 2015, only 0.9 percent of New Yorkers lacking a high school diploma got one by passing the TASC, due to a combination of fewer test-takers and a lower pass rate.

  • One out of every eight adult New Yorkers—1.6 million residents between the ages of 18 and 64—lack a high school diploma.
